What we do

We design the entity, contractual, and program architecture that supports a compliant workforce at project scale. That covers employer structure and joint-employer exposure, the factual record behind temporary need, wage determination and recruitment obligations, documentation standards, and the governance that keeps all of it current after mobilization. We work with your counsel, not around them.

The legal determinations (entity structure, temporary need, classification, and the filings themselves) are counsel’s. We build the record counsel relies on, and we make sure the program runs the way the filing says it does.

ECP is the advisor. ECP is never the employer of record and never the petitioner. Every structure we design names the party that is, with the obligations that attach to it.

We also support employer training programs under H-3. H-3 is a training classification, not a manning channel, and eligibility is fact-specific and determined by counsel.
